If someone tries to offer sheet ROR, that solidifies the contract negotiations, and given the choice between not getting the contract they want and losing the player altogether, I think the Avs would have be nuts to let him go.
All situations are unique. Weber is the kind of asset you always match, even at league max. ROR is the kind of asset that could go sour if you overpay via offer-sheet and therefore may not be matched if the dollar amount is too high for his home club
