Seen this a few years ago in Viennese football (soccer) with Frank Stronach. He was the rich uncle from America, and he brought millions to a Viennese club. they had way more of money than every other Austrian team at that time. And were consistently underachieving. Considering that there are no such things as cap hit in Austrian soccer, they should have won all the titles every year. Clear case of small knowledge and wrong advisors.

Could it be the same with Pegula?

This is interesting. Why do you need advisors to "tell" you something that you should know just by looking at the product on the ice each night for almost the last two years? Does he not have a personal pulse on the team from the way they play, from when he interacts with the management, coaches, and players? It isn't like Pegula doesn't understand the game and isn't a lifelong hockey fan. To me, this the biggest concern I have with Pegula.
