Could be, but Sbisa is at his best when he's asked to focus on only the defensive part of his game, which is why Sbisa-Brookbank wasn't a bad pairing. Plus they'd be seeing significantly less minutes than the Top 4 at Even Strength if Boudreau wanted to do a strict Top 4/3rd Pairing situation.
