Nobody can possibly know. Literally, by definition, nobody knows the intent but Cooke himself.

Regardless of whether he meant to do it or not, he should have been aware of where his blades were. They're the most dangerous part of his equipment, and every hockey player should be aware of where they are in relation to other players, especially when they're near the back of the leg in a situation like this. It doesn't help that he has a long, long history of taking liberties with star players and then putting on the innocent act after.

Was it intentional? Impossible to say. Was it careless? Absolutely.
