If that's how the program is setup then it's poorly written. I took it as an incentive to get your tickets now or the price was going to go up. I.E. if you buy the package for the final ten games before the Coyotes give up 5 goals, then you pay $100 per person. If you wait until the Coyotes give up 25 goals then you pay $250 per person.
If it is in fact that you might pay $100 to go to a single game then that's basically gambling and I'm not sure that they can legally do that. They can't really charge you for the tickets and then charge you again later if the team doesn't meet a threshold.
