Depends on how fast you want the card. Usually refurbished hardware is totally fine, usually whomever is fixing it will have to put it through a bunch of extra testing to verify it can be re-sold, so often refurbed units will go through more testing than batch sold units.
If you really like the idea of a brand new untouched one you can wait too
