I see a guy who seldom makes plays on the PP that lead to scoring chances. He distributes the puck quickly to safe areas. He'll send it to his partner or down the wall. That's it.

If he does shoot, it's a shot going wide. His lone PP point was a goal he scored when his way off target shot deflected off a stick to go back on net and in.

If you want a guy who plays ultra safe out there, I guess you have your man, but he's not doing anything out there to help the PP put the puck in the net, which is probably a big reason why he doesn't get all that much PP time.
