Depends. If your entire team has the habit and objective to support your goalie during PKs by blocking shots; then I'd think the established paradigm would be "block shots when you get the chance". Whether or not it was worth it at the time hardly plays into the player's mind when he's on the ice.

Even for 100% lost games, you will never see a goalie willingly let a goal in, or a player purposely shoot aside an open net. These guys are professionals, and are expected to at least try and perform every game they step on the ice. It's just a bad sign if any member of your team starts telling himself "why bother?".
