I've been to Paris and various cities in Quebec and I would have to say that people in Paris were much more friendlier and very accomodating to English speaking me... especially once they saw that I was attempting to communicate to them using my very broken French.

I'd say overall, I found people of France much more friendlier than those of Quebec province.

As for Montreal, I've had no problems in Montreal due to English in my many visits there.
I've had some problems in Quebec city. Some pretend that they don't understand you even though you just heard them speaking in English to someone else a moment before...but mostly, they are accomdating.

I feel that the problems are the smaller cities...esp. Sherbrook...where people go out of their way to make it hard on you if they see that you're English speaking.

Montreal is a beautiful city and I think that Quebec City is even prettier.
However, to say that language is not a factor would be not entirely true.
