I am going to take you to task on your comment about UBC's recruiting. Unlike the other CanadaWest teams,(Manitoba included) and the AUS, teams like UBC, U of T, Ottawa, Western and McGill all have higher admission standards thus the difficulty in recruiting players whose life focus to date has been hockey. Most players coming out of the CHL just don't have the grades to get into the top academic schools. Certainly there are other reasons like tuition fees and geography that have to be considered but teams can only recruit players who will be admitted.
I don't know if UBC has across-the-board higher admission requirements. But UBC has oodles of players in their own backyard. They have a whole division in the WHL, another division in adjacent US states, and the BCJHL is one of the best Junior A leagues in Canada, with teams in bigger cities that recruit players from out of province.
IMO the bigger factors are: 1 - a historically weaker program; and 2 - the NCAA rumours scared away some potential recruits.
