No you can get LTIR relief which is what the Flyers are doing with Pronger. You still have to pay him but you can replace him and go over the cap. But no team wants an over 35 to retire on them because then you are screwed. Have not read the new CBA but that is how the old one worked and if it had changed I'm sure there would have been stories about it.
