It sounds like Brown is another move to make a move. It accomplishes nothing but it sends a sign to the fans that management is doing something when really they arent.
Listen he isn't the answer to anything but is a useful addition. Every scouting report says a fourth liner who skates fast, hits hard and actually tries 110% while being able to kill penalties. On this team that is more than 2 min a night.

I get people wanted a bigger move but that doesn't mean you ignore other potential moves when they arise. He upgrades the fourth line at an inexpensive cost.
