To make sure I'm interpreting your question properly, I'll do a timeline.
1) Player X becomes RFA, Team # has rights.
2) Player X offered contract by Team %.
3a) Player X signs, Team # matches
3b) Player X signs, Team # chooses not to match (or trades player X to team % instead)
3c) Player X does not sign offer sheet.
If you're referring to 3a or 3b, Player X is under contract to team % pending #'s action. He may not sign another sheet.
If you're referring to 3c, Player X may sign another team's offer sheet.
