Yes, big collisions still occur without the shoulder charge present (just look at Union), but it was an unique trait of League.

I fail to see how a clean shoulder charge is a threat to player safety, you can still get concussed from a textbook tackle or even a more innocuous play (perhaps hitting the turf awkwardly).

By all means enforce policies that prevent and punish head hunting should it occur, but I don't think the shoulder charge should have been banned outright. There is a place for it, just as there is a place for proper tackling.
