If I were to rank the top 20 top flights from around the world It'd go like this. Considering the total quality of every team, not just the top teams in every league.

1. EPL
2. Primera Division (Spain)
3. Serie A (Italy)
4. Bundesliga (Germany)
5. Primeira Liga (Portugal)
6. Russian Premier League
7. Ligue 1 (France)
8. Eredivisie (Netherlands)
9. Campeonato Brasileiro
10. Süper Lig (Turkey)
11. Belgian League
12. Argentinian league
13. Primera Div Mex
14. MLS
15. Scottish Premier League
16. K-League (South Korea)
17. Greek League
18. Axpo SL (Switzerland)
19. South African League
20. Japanese league

Ligue 1 is higher than the Portuguese and the Russian league. Also the Brazilian league is higher than the Dutch, that league (Brazilian) has been flooded with cash the past few years and has way better players (Neymar, Ronaldinho) just to name a few....

If MLS increases the salary cap by quite a bit I can see them cracking the top 10 easily. No reason it can't be on par with the Russian league.
