I think it might be good if it was aloud. The rich teams can help the poor teams rid themselves of some really bad contracts. It will also help the process of teams adjusting to the new cap.
I'm quite sure there is a rule forbidding the resigning of a player who was bought out. Not sure what the time limit is though.
