How to draft Seth Jones?

These are the bottom 5 teams in the NHL when it comes to points earned per game:
Columbus: .925 PPG (25 points in 27 games)
Flyers: .89 PPG (25 points in 27 games)
Tampa Bay: .88 PPG (25 points in 27 games)
Buffalo: .85 PPG (25 points in 27 games)
Washington: .84 PPG (25 points in 27 games)
Florida: .70 PPG (25 points in 27 games)

So basically, if the trend continues, the Flyers are on pace to finish with the 4th worst record in the NHL.

Let's just assume the Flyers end up with the 4th pick in the draft this year, what would it take to move up to #1 to be able to draft Seth Jones? I think he's exactly what this team needs to turn the franchise around for the future. Would our first and second (34th overall) be enough to move from 4th to 1st? Would it take our first and Laughton? What do you think it would take to move from the 4th pick up to first, and do you even think it would be worth it?
