I'm on the fence of this debate.
Some people definitely need winter tires. It's the safest way for their particular driving habits.

Which habits are those? The bad habit of not paying attention, and not driving according to road conditions. There are just some really crappy drivers that need more help than even winter tires will afford them.

It's fairly simple actually. Some people just cannot drive in the winter. I'm not sure why. Maybe it's because they weren't born and raised under the driving conditions that some of us can actually perform correctly.
