All the GMs on the advisory panel pick the team. They all constantly rank the players throughout and the choose the team based on their combined rankings so one guy is picking the team per se. For example, in 2010, the Team GM Burke wanted to bring 12 forwards and 8 defensemen - but the rest of the GMs wanted 13 forwards and 7 defensemen and the latter got their way.
