The World Cup final is the single biggest sports game there is. AINEC. There won't ever be a hockey game that has any semblance of the same worldwide significance as a world cup.

About the shootout, I guess it's tough. As someone said earlier, the hockey fan in me says scrap it but the sports fan in me says ties are boring. I guess I'd say 10 minutes 4 on 4 and then the shootout would be better. Personally I find OT game winners more exciting than shootout winners, so I'd like to see more of those. Shootouts are a bit of a gimmick in that 3 players and a goalie can win a game for a team of 20 guys, but as long as it isn't deciding playoff games it's OK.
