Just because the Jays failed in developing Rios potential isn't a knock on the WS who did indeed. It means they are better at seeing said potential and exploiting it to its fullest.

His best seasons were in 2006, 2007 and 2008. WAR was higher every one of those years than his best year with the White Sox. Also, OPS and OPB were better with the Jays than the Sox.

And check out his stellar 2009 and 2011 seasons.

I think the Jays were quite happy getting him out of rightfield in Toronto to make room for his full-time replacement.
