Unfortunately your child will miss the cutoff if it is born on October 17. The cutoff is September 15. I think the fact that they dont want 17 year olds in the NHL has something to do with it.

Couple interesting examples. Patrick Marleau was drafted second overall in 1997. Marleau was born on september 15, 1979 which was the last day of the cutoff. Had Marleau been born just ONE day later he would have had to wait until the 98 draft

Ovechkin was born on september 17 of 1985, missing the cutoff date for 03 by two days. He went number 1 overall in the 04 draft. The Florida panthers tried to take him in the 7th round in 03, trying to claim that if you take leap years into consideration, Ovie should be old enough. It didnt work and Ovie had to wait till the following year which he was picked 1st overall by washington.

So the latest you can be born to still be eligible for 2031 is septemer 15, 2013. Your child, if born on time, will not be eligible until 2032
