This is close to accurate.

Bjugstad cannot become a Free Agent this year. You need to be four years removed from being drafted, but not graduated. So a Junior in college that played a year of USHL, or Canadian Juniors(BCHL style not CHL).

He could become a Free Agent after next year in theory, but for drafted players that complete four years of college and graduate the date to become a Free Agent is August 15th. So he would have to wait until teams spend all their FA money, and pretty much fill up their training camp rosters to sign.
