Goal scoring in that tournament was DOWN from the average NHL game of that year.

Call the interference that occurs almost every shift these days, take out the two-line pass offside, and make the goaltenders fair game if they venture out of their crease...and you will see scoring increase expodentially.
The goal isn't to increase scoring.

The goal is to improve the flow of the play and make it more exciting... i.e. reduce the effectiveness of the trap.
