The status of a contract being one-way or two-way has no baring on waiver eligibility, it's a myth perpetuated by EA Sports. Ruopp will not be waiver eligible at any time during his rookie contract.
That makes sense then as whenever I'd seen them in the past I'd always assumed they were for players that were going to get some game time in the NHL that season or next.
