It doesn't matter what position you play in juniors. Often times at the lower levels, the best players in that age group are put at center, it's the most demanding position, so you'd put the responsibility with your best player.

Later on, players are groomed to the position that suits them the best based on their skill sets. Leblanc's skill set was better suited to the wing hence the conversion. Byfuglien, Markov and Burns are examples of players who were drafted at one position and later converted. Higgins was drafted as a center and played the majority of his career on the wing. It happens a lot of the time. Leblanc not being at center has nothing to do with the fact that he is not a very good first round prospect.
