Based on this article ( I'm not entirely sure that this is so horrific an incident. To quote the NCAA from the article:

"...the violations result from the receipt of the oral reports and the fact that CSS did not disseminate the quarterly reports as required by the legislation."

Really? So they got oral reports instead of written ones, and then paid the scouting service to get them written ones when they realized they had screwed up. And that's a "major" violation? Strikes me as more idiotic and asinine NCAA regs than anything else.
