The problem isn't really the number of players (look at Slovenia), it's the lack of rinks in those countries. It's hard to develop any kind of a game when ice time is so rare and expensive.

North Korea is only decent because they have a northern climate and outdoor rinks, otherwise they would be just as bad as the rest of them.
