We complained on east coast bias from headlines on nhl.com (decided by media personnel) and for other awards like the Calder (decided by hockey writers where the majority buy into the media hype).
East coast bias could definitely sway the GMs votes, but I don't think it plays as big of an impact like it does for the other awards.

Have they? I don't remember all the nominations from the years back, but I don't think I've ever been surprised that a goalie won. The majority of the time, especially since the lock-out, I thought the goalie that deserved to win won.
