If your talking purely stickhandling I wouldn't put Ovechkin up there, he has moves but loses the puck often when stickhandling through traffic. He uses a massive curve which is more suitable for toe drags and a big shot, so it is easy to see why this happens...
Some guys in the KHL with lightning quick hands -Kugryshev, Parshin, Zherdev, Chistov to name a few off the top of my head. Tolchinsky will be the next star with quick stickhandling skills.
Guy up there is right about Malkin. He has good puck control, speed, strength and passing skills as well as his crafty play making skills to make him the player he is. He doesn't have super quick stickhandling ability. There is a difference in having quick hands and good moves/deception with the puck.
Datsyuk is not only a master of stickhandling but also master of deception and manipulation. The combo makes him the best guy with the puck in the world.
