well it has hindered them. low popularity of hockey has meant they aren't able to generate more than 3 mil euros of revenues. even that is a stretch. in a country where hockey is genuinely popular like the czech republic there are 10 clubs with bigger budgets. in prague alone there are two clubs with revenues twice as high, and that's without even considering lev.
medveščak get good crowds and that's great but the wider interest is low. it's a nice evening out, but it doesn't draw tv-viewers. overall, there is probably enough interest to stay half-way competitive in ebel, but even that is difficult enough. croatian economy tanking in the last 3-4 years with no improvement in sight doesn't help either.
khl can be played in zagreb, but only if the russians are willing to pick up the tab.
