Two schools of thought on why a deal between both teams could be roadblocked. One is that the Lightning have no genuine desires at all to move Vincent at this point in time and will ride out the storm between him and Torts just as they did before knowing he's too important of a guy to give up on so soon. The other one is that Lou Lamoriello wouldn't want to damage the chemistry of his teams core so soon after winning the Stanley Cup and a move for Vincent would almost certainly mean the subtraction of some key contributing players heading to Tampa Bay.
