I've read several times that compliance buyouts can only be used on SPCs under contract at the end of the lockout--in other words, a traded player can't then be bought out, with the logic being that it is a mechanism to address unforeseeable consequences from the decline in the salary cap. But I've never seen an authoritative source on that.
