WHL teams are only allowed to have 50 players on their list. Last season's 20 year old players come off before the draft (most teams have 3) and that opens up 3 spots. Also, their 19 year olds come off the list but are held in a special category before the draft. At the beginning of next season, teams will decide which 20 year old players go back on the list (max. 3). So depending on the number of 19/20 year olds that come off the list, that's how many the team can draft.
During the draft, the team may decide they need to draft another player. If they do not have room on their 50 player list, they have to drop a player. This "dropped" player is now eligible to be drafted by the next club in the draft.
Prince George didn't need to drop Fordyce off their list as he would have been held in special category until next season. They must have dropped him just before the draft as they had no need for him and they couldn't find value on a trade. He was then eligible to be drafted by any team.
