I think the biggest reason for no sunken bowl is because the Wintergarden and LRT connection will be the two most common ways to get into the building. It's way easier to just have traffic flooding into the main concourse instead of finding a way to get most of them to go down a level once they enter.

I think that it would actually cost more to put the arena bowl at ground level because that means you have more exterior and thus more finish.
They have confirmed only 1 level parkade at the arena, but yes parkades elsewhere in the area.

And according to this CTV article, building above ground "will not only mean bigger concourses for fans, but also save money in the construction of the facility, because the project would not require extensive excavation."
