Banning the KHL clauses would be difficult. SM-liiga would have hard time explaining why players are allowed to leave for the NHL but not for the KHL in the middle of their contracts. Any player or an SM-liiga team could sue SM-liiga for this.

And even if the KHL clause ban was implemented it would only mean that most players with KHL potential would only sign 1 year contracts. Currently SM-liiga teams can lock up players with multi year contracts because of KHL clauses. This way SM-liiga teams can at least prevent players leaving for other SM-liiga teams and other leagues besides the KHL. For example Tuukka Mäntylä would have never signed a four (or five?) year contract with Tappara without a KHL clause.
