I would guess that the best Swiss players are good enough to play in the KHL but they rather stay in Switzerland, because salaries in Swiss league are almost as good as they are in the KHL.

Even the best Swiss players in their domestic are not good enough that the KHL teams would pay them the money like they are paying to likes of Radulov and Cervenka. It is impossible for the KHL to lure the best Swiss players away from the Swiss league if they are "only" offered something like 25% better salary that they would get at home. The elite Swiss players play in the NHL today and are mostly out of the reach for the KHL teams.

In the DEL there are not that many players who are good enough to fill a foreigner's role in a Russian KHL team.

Finland and Sweden produce a lot of good players who are not good enough for the NHL but who are capable of playing in a major role in the KHL. They are coming to the KHL because the gap in salaries between the KHL and their domestic leagues is so wide.
