It means they have a better chance of reaching the potential set.

IE: Lets say Galchenyuk is an 8.5 C and Leblanc is a 6.5 B. That means Galchenyuk has the potential of being a 1st line stud and Leblanc has the potential of a third liner. However, in HF's mind there is a better chance Leblanc becomes an NHL third liner then there is Galchenyuk becoming a 1st line stud.

Just like if a guy is 6.0 A he doesn't have the high potential to be anything more than a bottom-six checker but has a very good chance of making it in that role.
