you can say either tir de barrage ou fusillade for shootout or lancer de punition for penalty shot.
as for penalties:
hooking=accrochage, avoir accroché
tripping, avoir fait trébuché
holding, avoir retenu
interference= obstruction
slashing=coup de baton?
high stick=baton élevé
cross check=double échec
boarding=donné de la bande

you've got the most important i think.
