True, this was far from the best group that the MHL could put together, but my understanding is that there is very little quality junior hockey in Japan or anywhere else in East Asia. For example, in the 1980 Olympics, the Soviet Union defeated Japan 17-0. I don't think Japanese hockey has actually improved a lot since then. It is possible that it was the Japanese National Team, unless tournament rules preclude it.
This MHL selects was Amur Tigers MHL team without best/eldest guys.
