If the Leafs were not to use the compliance buyout, and instead a regular buyout of Komisarek, then the organization would have the following tied up in buyout cap hit.

Armstrong: $1,000,000
Tucker: $1,000,000
Komisarek: $2,166,667
Total Cap Hit: $4,166,667

Komisarek: $1,166,667
Total Cap Hit: $1,166,667

For this upcoming season, the Leafs would have cap room of $60,133,333 if the Leafs were to use regular buyout on Komisarek. However, if the Leafs do not use any buyout on Komisarek, then the Leafs would have $57,800,000 cap room for this upcoming season.

It's safe to say that Komisarek will be bought out to save $2,333,333 of cap space for the team to be able to sign players to fill the roster. Seeing Komisarek is dead cap space it makes sense for the Leafs to at least explore the regular buyout if they want to use the two compliance buyouts to gain assets from other teams.
