When NHL teams draft NCAA players they don't usually sign them until after their 3rd or 4th year. Because the oilers farm system is so full of dmen they can leave Laleggia to develop in the NCAA before signing him to a contract. They have 1-2 more years for him to develop and gain experience and for them to decide if they want to sign him.
