It all depends on the language of the trade. Sometimes they just won't get the pick, a lot of the time it's on a sliding scale of protection. For example it might be lottery protected in 2014, top 10 protected in 2015, top 5 protected in 2016, and 1st overall protected in 2017. Not sure what the story with the Pelicans pick is, NBA pick trades can get weird.
