When you take a 17 year old defenseman 11th overall, it's inherently risky, particularly when that player hasn't been highly rated until the last 2 months.
Trust me when I say I would love to eat crow and have Morin turn into a stud. It's entirely possible he will. However, given how far out in his development this player is, it is absolutely a highly risky selection.
Safe as in, I deem it very unlikely he doesn't develop at the very least as a reliable 3rd pair guy. I expect him to be a second pair go-to guy. Also safe as in, not especially farther from the NHL than other D-men not named Jones. Safe as in, style translates fine to the NHL. Safe as in, got the genes to work with, so that he doesn't have to start with a hill to climb.
