It is pretty much this. I think this particular season is this draft they knew they could get a solid player on the blue line. I think Hagg falling was just dumb luck and Homer took the best player available. Goulbourne was a Homer move, trying to get the next Rinaldo. After that who knows, maybe he didn't like what was left and took the best d-men and goalies on his list.
