Definitely shin splints. I had these for a LONG time until I finally found a good combination:
1. I put in Superfeet premium insoles. They're not too expensive, and help with support.
2. I wear Reebok 20K socks, which aren't too thick or thin, so my foot and ankle are well stabilized.
3. I lace my skates relatively tight. Not so tight that I get skate bite, but certainly tight enough that my ankle can't move side to side and my feet stay stabilized.
I've found that the less stabilized my foot and ankle are, the more I get shin splints. I'll get it so badly that I'll lose balance of that leg and walking back to the locker room becomes laborious.
