If Melnyk wanted it so badly all he had to do is show up THEN and make his proposal, instead of jumping up and down NOW like he's desperate to get a piece of the pie.
Basically, this is just Melnyk wanting more $$$$ in his pockets. That's fine, but he shouldn't be given any special treatment. The City Council needs to vote according to its own needs/principles and so on.
Melnyk has been involved all along. He has been going through all the steps the OLG told him he needed to. He went to all the meetings he had to, it was only at this point that city council is saying, "**** the OLG! we call the shots around here!" Now Melnyk is trying to show the council that he is playing by the rules and they are not.
