No you draft good prospects in the top 15 picks, not reaches like Morin.
We could have had Bogosian, Hamiliton, Shattenkirk, but no we do not want to draft potential #1 defensemen.
I'm going to make a list of the best D-man on every team;

ANH Francois Beauchemin (3rd Round 75th OVR)
BOS Zdeno Chara (3rd Round 56th OVR)
BUF Christian Ehrhoff (4th Round 106th OVR)
CGY Mark Giordano (Undrafted)
CAR Joni Pitkanen (1st Round 4th OVR)
CHI Duncan Keith (2nd Round 54th OVR)
COL Erik Johnson (1st Round 1st OVR)
CBJ Jack Johnson (1st Round 3rd OVR)
DAL Alex Goligoski (2nd Round 61st OVR)
DET Nicklas Kronwall (1st Round 29th OVR)
EDM Justin Schultz (2nd Round 43rd OVR)
FLA Brian Campbell (6th Round 156th OVR)
LA Drew Doughty (1st Round 2nd OVR)
MIN Ryan Suter (1st Round 7th OVR)
MON PK Subban (2nd Round 43rd OVR)
NAS Shea Weber (2nd Round 49th OVR)
NJD Bryce Salvador (6th Round 138th OVR)
NYI Travis Hamonic (2nd Round 53rd OVR)
NYR Ryan McDonagh (1st Round 12th OVR)
OTT Erik Karlsson (1st Round 15th OVR)
PHI Kimmo Timonen (10th Round 250th OVR)
PHX Oliver Ekman-Larsson (1st Round 6th OVR)
PIT Kris Letang (3rd Round 62nd OVR)
SJS Dan Boyle (Undrafted)
StL Alex Pietrangelo (1st Round 4th OVR)
TBL Victor Hedman (1st Round 2nd OVR)
TOR Dion Phaneuf (1st Round 9th OVR)
VAN Alexander Edler (3rd Round 91st OVR)
WSH Mike Green (1st Round 29th OVR)
WPG Dustin Byfuglien (8th Round 245th OVR)

All 3 of the players you mentioned aren't even #1's on their respective teams. The Bolded above meet your criteria of #1 Defensemen on their respective teams and selected higher then the 15th pick in the draft. I see 11. Barely a 1/3 of the league has a defensemen that meets your criteria. 2 1st Round Picks selected 16 or later, 6 2nd Round picks, 4 3rd Round picks, 5 4th or later picks and 2 Undrafted.

In the past 15 years, of Norris Winners, 4 have been 1st round picks. The latest, Karlsson, was the 1st 1st Round pick to win since the lockout in 04-05.

98, Blake 4th Round 70th OVR
99, MacInnis 1st Round 15th OVR
00, Pronger 1st Round 2nd OVR
01, Lidstrom 3rd Round 53rd OVR
02, Lidstrom 3rd Round 53rd OVR
03, Lidstrom 3rd Round 53rd OVR
04, Niedermayer 1st Round 3rd OVR
06, Lidstrom 3rd Round 53rd OVR
07, Lidstrom 3rd Round 53rd OVR
08, Lidstrom 3rd Round 53rd OVR
09, Chara 3rd Round 56th OVR
10, Keith 2nd Round 54th OVR
11, Lidstrom 3rd Round 53rd OVR
12, Erik Karlsson 1st Round 15th OVR
13, PK Subban 2nd Round 43rd OVR

Oh here's an even better stat; Of the teams above with a defensemen taken in the 1st Round at 15th or higher as their #1, Only LA, Ott, NYR, StL and PHX have actually won a playoff series in the past 2 years. A 1/6 of the NHL. And LA is the only one of those to have won a cup.

Last 20 years, Teams that have had 1 Defensemen picked 15th or higher that have won the cup;

93 Canadiens had J. J. Daigneault
94 Rangers had Leetch
95 Devils had Neidermayer and Stevens
99 Stars had Hatcher
00 Devils had Neidermayer and Stevens
01 Avalanche had Bourque
03 Devils had Neidermayer and Stevens
07 Ducks had Neidermayer and Pronger
12 Kings had Doughty

9. And half of the wins are the Devils with both Neidermayer and Stevens.
