Would there be any public transportation options I'd want to consider in lieu of driving? Or are we going to be too far from downtown for that?

Waukegan is far from the city. I recommend stay at Spring Hill Suites (8101 W. Higgins). Moderately/low priced, no parking fees, next to I-90 (Kennedy Hwy), decent neighborhood, newer hotels.
