Simple rule changes like this are a half measure at best. What's needed is a comprehensive culture change at all levels of the game. The way that the culture approaches hitting, and how players in vulnerable positions are at fault for getting hit because taking advantage of that situation is a moral imperative, needs to change for the concussion problem to be addressed. Things like rule changes and equipment changes should also be pursued, of course, as harm reduction measures, but by themselves I doubt they'll be able to fix the problems because they don't get at the root causes.
